We started to discuss this over in the Embassy Personnel thread, but I thought we should start a pool on it now. Here's what we discussed on this topic:

- Captain vs. Ambassador: In any Embassy, the chief officer is the Ambassador. For the purposes of this Embassy, we know there has to be that one person at the top. But what about a captain/commanding officer? Does the Ambassador play that role? I'm unsure. I suppose it comes down to whether or not the CO wants to play that role. If he or she does, then she would take that title and act as the CO of the SIM. If she doesn't, then you'd have the CO be the person who commands the StarFleet personnel, and then an ambassador who was of the rank of Lt. or above OOC. The CO would answer to StarFleet, while the Ambassador would answer to Federation Diplomatic Corp. 1 ambassador needed, 1 CO and/or FO needed.

I believe it would work best for the CO to be an ambassador. In fact, I think that if this idea does become practice, then the whole group should go on a civilian rank system. Here is what I would think would be that:

Ensign and Lt. J.G.= Diplomatic Agen
Lt = Senior Agent
Lt. Commander= Analyzer
Commander = Deputy Ambassador
Captain = Ambassador

For promotions above captain:

Fleet Captain = Senior Ambassador
Rear Admiral = Deputy Secretary of Foreign relations
Flt. Admiral = Secretary of Foreign Relations

That's my take. If any body has better names that could work, go for it.

I would have an Ambassador in command but then starfleet officers and normal ranks for the staff.

The staff could however have special embassy style duties/positions.
